About the Role
The Senior HR & Admin Manager is the site-based owner for HR operations, people administration, and workplace services at HAECO Vietnam in Van Don. Reporting to the General Manager and with a functional line to the Group Director Human Resources, this role provides end-to-end, on-the-ground leadership for core HR execution—local policy implementation, recruitment coordination and onboarding, employee relations and engagement, HR systems/data integrity, and compliant payroll inputs and statutory coordination through an outsourced payroll vendor.
In addition, the role leads the Administration function to ensure high-quality employee services (canteen, transportation, cleaning) and coordinates site security arrangements with Facilities. As the entity becomes operational, this position operates with increasing autonomy while aligning with Group HR standards and governance.
Key Accountabilities and Responsibilities
- HR Strategy & Governance: Drive site HR initiatives aligned with business objectives while ensuring compliance with company policies and local regulations.
- Talent Acquisition & Workforce Readiness: Ensure timely workforce ramp-up through effective recruitment oversight, workforce planning, and employer branding support. Working closely with HXXMN and HXHKG to support the workforce training and visa arrangements in XMN and mobility related issues including secondment.
- Employee Lifecycle & HR Operations: Oversee onboarding, employee administration, and lifecycle processes to ensure a seamless and compliant employee experience.
- Employee Relations & Engagement: Foster a positive, high-performing workplace culture through effective employee relations, engagement initiatives, and manager coaching. Act as a key interface with Trade Union and employment law related government institutes.
- HR Service Delivery, Systems, Reporting & Compliance: Ensure accurate HR data management, workforce reporting, payroll and benefits administration, and statutory compliance.
- Performance & Capability Development: Support the execution of performance management and employee development programs to build organizational capability.
- Administration & Workplace Services Leadership: Lead HR & Administration operations, ensuring efficient delivery of workplace services and a positive employee experience
Key Duties
- Implement HR policies, governance practices, and workforce initiatives in compliance with company standards and local regulations.
- Oversee recruitment, onboarding, and workforce readiness to support business growth and operational requirements.
- Manage employee lifecycle processes, including contracts, probation, employee movements, and offboarding.
- Lead employee relations and engagement initiatives while coaching managers on effective people management practices.
- Ensure accurate HR administration, data management, reporting, payroll coordination, and statutory compliance.
- Support performance management, training administration, and workforce capability development programs.
- Lead the HR & Administration team, ensuring high-quality and cost-effective service delivery.
- Oversee workplace services, vendor management, and continuous improvement of employee experience.
Qualifications
- 12–15+ years of progressive HR experience in Vietnam, with strong hands-on ownership and can-do altitude of HR operations and employee relations in a site-based environment.
- Recruitment oversight experience across multiple roles/levels (technicians and support functions), ideally in ramp-up or growth environments.
- Proven people management experience, leading a team with mixed HR/Admin scope (4-5 direct reports).
- Experience in new entity/site operationalisation, start-up, or rapid scaling strongly preferred.
- Demonstrated experience managing in-house/outsourced payroll operations, including time/attendance input validation and vendor coordination.
- Exposure to engineering/industrial/aviation/MRO or similarly regulated environments is an advantage.
- Fluent in English and Vietnamese, able to speak Chinese (Mandarin/Cantonese) is an advantage
- Willingness to work fully on-site in Van Don upon operationalisation and flex hours when required to support operational needs.
