The Civil Aviation Authority of New Zealand is the Crown entity responsible for regulating civil aviation across New Zealand, accountable to the Minister of Transport. Established as a standalone organisation in 1992 under the Civil Aviation Amendment Act, it sets and enforces the rules governing pilots, engineers, aircraft operators, airlines and aerodromes, and operates the Aviation Security Service (AvSec). Oversight extends across the full spectrum of the sector - commercial air transport, recreational flying and drone operations.
Its core remit is safety oversight and compliance: maintaining the civil aviation regulatory framework, running inspection and surveillance programmes, and verifying conformity with international aviation standards. Scope covers uncrewed as well as crewed operations, and the Authority has developed policy and rules addressing drone and advanced aviation technologies as the sector evolves. Alongside enforcement, it runs education and safety campaigns supporting the wider New Zealand aviation community.
Technical work spans aviation safety regulation, regulatory policy development, safety oversight, aviation security and international standards compliance, with an increasing emphasis on digital solutions and modernised systems. Engagement is both domestic and international - collaborating with New Zealand industry stakeholders and with overseas counterparts on harmonised standards. Positions typically call for practitioners with backgrounds in flight operations, airworthiness and engineering, aerodromes, security, policy and regulatory practice.
